Data residency tells you where the disk is. Sovereignty tells you whose law reaches it. Only one of those survives a subpoena.

Why this is possible now, and was not eighteen months ago

Open-weight models crossed the quality threshold. Running your own model no longer means accepting a materially worse one — it means running a frontier-class system you fully control, on weights you can pin, audit and freeze.

The hardware repriced. A previous generation of accelerators now costs a fraction of what it did at the peak, and for inference it performs. That collapse turns a private cluster from a capital project into a service you can buy.

And power became the constraint everywhere. Interconnection queues run for years on both continents. We are not in one. We generate behind the meter at two industrial sites the group already owns and operates.
